The Study Of Using Market-based Environmental Policy Instruments In Riverside Cities Of China

In the field of environmental protection,the problem of basin and urban environmental pollution has taken a vital place in countries around the world.On the condition of market economic system,the traditional environmental policy instruments cannot solve environmental problems effectively,which relies on compulsory administrative measures.Environmental pollution is derived from economic demands of unreasonable natural ecology.Thus how to balance the relationship between economic development and environmental conservation has been the crux of achieving the environmental goals.Against this background,there is great need to make an intensive study of environmental policy instruments and proven the influence mechanism how environmental policy instruments improve environmental quality.And then,in above foundation we optimize the market-based environmental policy instruments,in order to provide scientific basis and policy reference for the cities along the Yangtze river of establishing and bringing environmental policy instruments into force.This article will be four parts.In the first section,it will analyze the background,significance,domestic and foreign research situation.The second part will elaborate the theoretical and practice basis,grown form and other aspect of market-based environment policy instruments.And it will also reveal the action mechanism of it.The third section will give a comprehensive analysis about the investigation and survey in YiChang,and utilizing the governments,proclamations to research the unique of the environmental problems in riverside cities,and also to research the problems and the reasons of using the market-based environment policy instruments.In the last part,this article will provide measures to the environment pollution in the riverside cities of China.According to the four parts,this papar will give suggestions from aspects of environment problems construction,market-based environment policy instruments,environment tax,emission trading Public and Private Partnership to improve theenvironment of the riverside cities.
