Government's Ability To Mobilize The Choice Of Policy Instruments: The Interpretation Of The Governance Of The Sport

The study of policy instruments can reveal how the government select and balance the policy instruments when constitute and implement the policies. Any implementation of public policies reckons on effective policy instruments. Meanwhile, the selection of policy instruments is subject to many factors for the government.The China government shows its favor to "dynamic management" when selecting policy instruments to solve complex social public problems, which presumes its dilemma of selection of policy instruments.Although many observers and analyzers negatively have valued the dynamic management, the dynamic management is reasonable in legality. The paper uses the example of illegal taxies regulation in Shanghai to expatiate that the dynamic management is the result of deficiency of social mobilization ability due to the shortage of social resources. The government hopes it can centralize the resources by some kind of mobilization mechanism, in the mean time, affect the individuals in the society and markets to participate in the social governing.So the dynamic management is the result of deficiency of social mobilization ability and the only choice to increase the social mobilization ability for the government. Another point of view of the paper is that with the change of Chinese social structure, it is necessary to adjust the social mobilization mode from government oriented mobilization to society oriented mobilization. In such case, the campaign-style governance still has the positive value of solving social public problems.
