Based Policy Instrument Sperspective Of Urban Car Governance

Since the mid-1990 s, unlicensed car evolved into a phenomenon increasingly difficult to cure social ills. Have taken over as campaign-style law enforcement, law enforcement and other joint governance model for a certain period of time the spread of the phenomenon of the unlicensed car played a certain deterrent effect, but with the gradual deepening of governance, the unlicensed car drivers, government regulatory authorities and passengers that tripartite stakeholders highlighted the contradiction between growing, especially in peak periods, bad weather, public transport blind spot unlicensed car rampant trend has seriously disrupted the normal order of passenger transport, and even become a predisposing cause of criminal cases. Unlicensed car phenomenon exists greatly reduced the government’s governance capability and credibility, but also greatly restricted the city traffic and the development of the social order.In this paper, the basic theory of policy instruments, through the Shanghai Baoshan District governance model unlicensed car formation, evolution empirical analysis to explore the city unlicensed car Governance Dilemma and countermeasures.Firstly, the theoretical foundation part of policy tools perspective, analyzes the policy tools classification, development and influence policy tool selection factors, as well as unlicensed car governance involving stakeholders, and build the unlicensed car phenomenon stakeholder map, analytic theory of the origin of governance and its main features.Secondly, we combine a large number of data analysis, interviews, transcripts and other information, summarized the Baoshan District unlicensed car governance model of the formation and evolution, summed up the pattern of change process and the basic features, in-depth study of the existing unlicensed car governance problems and causes.Thirdly, this article draws on Hong Kong, Japan, Tokyo and other cities in the governance of the unlicensed car experience and practice, from a comparative perspective of unlicensed car refined theoretical resources governance and policy choices.Finally, from the application point of diverse policy instruments proposed governance model and optimize the unlicensed car two path selection, namely to promote the concept of governance unlicensed car governance and institutional innovation and mechanism innovation, and governance of the main countermeasures.
