The construction of conservation-oriented government have been put forward long-standing in our country,since the 2007 government work report used the concept on the conservation-oriented government explicitly for the first time has been ten years of construction process.The continuous attempt and practice over the past decade,China has made some achievements in the construction of conservation-oriented government.Such as the relative reduction in administrative costs,the moderation of consumption of public funds on three major private purposes--cars,banquets and oversea visits,to combat corruption and build a clean government,to achieve initial results of the construction of ecological civilization,to promote in depth progress of streamlining government and delegating authorities and to enter a crucial period of the administrative system reform.However,there still exists many problems.This paper analyzes the administrative costs' input-output ratio of our country as well as the annual comparison and international comparison of our government's administrative expenditure.The data intuitively shows that our government departments' administrative cost is high and still be rising,the administrative is inefficient and there still exists behavioral waste,structural waste and waste of decision-making in our country.Nowadays,the haze pollution and other environmental problems has given us great thinking.The topic of ecology,environment and resources has sparked heated debate.Contributing to the construction of the conservation-oriented government and society has received widespread attention.It is urgent to find a feasible construction path at the same time.Public-Private Partnership model(PPP model)stands for the public sectors and the private sectors establish cooperative relationship in order to provide public goods orservices.On the basis of the necessity and feasibility of PPP model for the construction of conservation-oriented government in our country,this paper clarifies the intrinsic fit between PPP model and the construction of conservation-oriented government,deeply analyzes the deep-seated reasons behind the existing problems of China's conservation-oriented government.This paper focuses on the overall operation process of PPP project of Beijing Metro Line 4 and Yangjiaxi sewage treatment plant in Zhangjiajie,analyzes the effectiveness of the construction of conservation-oriented government in the operation of PPP project systematically and draws lessons from the successful experience.Finally,base on the PPP model,the paper proposes some feasible suggestions about constructing the conservation-oriented government in China.Namely,we should establish the concept of “small government,big society” and strengthen the awareness of conservation efforts.The government departments actively change its own functions,optimize the structure and play the market's decisive role in allocating resources.The private sectors provide parts of public goods or services.We need to improve the regulatory mechanism to supervise in the whole process and all-round,strengthen social supervision and evaluate the performance of government by the third-party organization.Using PPP model in the construction of a conservation-oriented government is a new attempt and exploration.It will encounter many problems and difficulties,such as the old concept,legal system,social customs,etc.We should always adhere to the principle of moderate degree,find the China's characteristics path that combining the PPP model and the construction of the conservation-oriented government.Holding on this path consistently and persistently,do the job better,deeper and more detailed.Thus,we will make some achievements of constructing the conservation-oriented government.
