Research Of The Censorship Of Local Inner-party Normative Documents Filing

In recent years,the ongoing filing and reviewing process of the normative documents has been undertaken maturely.However,the normative documents within the Party have been lacking of supervisions for a considerably long time,which has resulted in internal problems regarding the legality and validity in parts of the inner-Party normative documents themselves.For instance,some of the processes and contents have violated relevant laws and regulations,the policy making process has been delayed,even some processes have become the harbor of refuge for some of the normative documents to evade supervisions,etc.The existence of all these problems has hampered the severity,authority,unity and scientificity of the inner-Party laws and regulations,and has undermined the image and credibility of the Party.Therefore,since the year of 2012,the central administration has been gradually facilitating the filing and reviewing process of the normative documents from a top-down structure,and formulated relevant regulations for the purpose of standardization.Currently,there exist some problems during the document filing and reviewing process for some of the local inner-Party organizations,which have influenced the thorough implementation of such rules and regulations to a certain degree.However,this has been paid insufficient attention in academic research.Thus,this article investigates on the implementing practice for the filing and reviewing process of inner-Party normative documents in local regions and districts,in order to serve a modest spur,and dedicate my own contribution to the research of this domain.The article mainly consists of five sections.The first section explains the research background,purpose,thought and relevant literature review of the paper;The second section is principally a concerned summary of inner-party normative documents and recording review system,including the connotation of the inner-party normative documents and the proposal of the recording review system;The third section sorted out the practical situation of the current local inner-party normative documents and recording review system,such as the concrete contents,the systematic structure and the like.The fourth one has analyzed the prominent problems of the present local inner-party normative documents in legality,normalization,unity and authority as well as the difficulties and reasons faced by recording review system operation;And the last section has proposed suggestions on completing the local inner-party normative documents and recording review system.
