With the development of the economy and society,the process of rule of law in China is also constantly advancing,and the number of regulatory documents has increased dramatically.Along with the summary of the experience of record review,the record review process of regulatory documents has also been continuously improved.The record review process has begun to take shape,and the record review process has achieved remarkable results in its work.It is an excellent program that conforms to China's national conditions and is conducive to the formation of a good atmosphere of the rule of law in society.However,there are still many problems that affect the smooth development of the filing and review procedures,and the filing and review system has failed to achieve its due effect.Regulatory documents involve economic life,democratic politics,and social life.They have a wide scope and a large effect.It can be said that regulatory documents affect all aspects of society.Judging from historical lessons and practical situations,the abuse of state public power is currently the greatest threat to the rights and freedoms of citizens,legal persons and other organizations.The legal rights of other organizations are also inevitable requirements of democracy and the rule of law,which will help us to implement fairness and justice in future social governance.As an important supporting force of the record review system,the record review procedure is of great significance for advancing the rule of law.If there is no effective and effective record review procedure,it will directly affect the implementation of the people's congress' s supervisory power.On the other hand,at present,China does not pay enough attention to procedures.The phenomenon of "emphasizing entities rather than procedures" is relatively serious.In many discussions about the filing review,the main focus is on the system,and there is no specific setting for the procedure.Detailed research.In practice,the standing committees of people's congresses in various regions have made relevant provisions on the process of filing and reviewing regulatory documents,and have also followed the implementation process.However,the filing and reviewprocess still revealed some problems,which led to the lack of smooth implementation of the filing and review process The value and function of record review have not been effectively reflected,and the supervisory power of the People's Congress cannot really be guaranteed.There may be many reasons.For example,the filing and review procedures are only used as instrumental devices,but in fact they have not been well used and are formal.However,the filing review process itself is not perfect enough,and there are problems such as insufficient technical guarantees.These problems urgently need effective measures to solve them.This article is divided into four parts.The first part explains related concepts,including the meaning of normative documents,the meaning of filing review,and the meaning of filing review procedures.It also introduces the principles and functions of normative document filing review procedures;The second part mainly elaborates the content of the review and review procedures for the normative documents of the Standing Committee of the Provincial People's Congress,including the start-up procedures,processing procedures,execution procedures,and feedback and disclosure procedures;the third part points out the existence of the current regulatory and documentary review procedures Problems;the last part proposes targeted solutions to the problems that exist in the review process for the filing of regulatory documents.
