A Study On The Subjects Selection Mechanism Of Local Government Performance Evaluation In China Based On PV-GPG Theory

Under the background of new public management movement,the government performance management excessively emphasise the characteristics of "instrumental",leading to lack of publicness,cooperative production and sustainability.Public Value-Based Government Performance Governance theory is a good answer to these questions.The Third Plenary Session of the 18 th CPC Central Committee puts forward to promote the modernization of the national governance system and governance ability,and the national strategic thinking gradually changes from management to governance.Therefore,in the context of both theory and practice change to governance,the research on the subjects of government performance evaluation will be affected by different theoretical and practical background,resulting in new changes.The purpose of the study is to explore the process of government performance evaluation in the context of public value management theory,and to propose the suggestions on the construction of China's local government performance evaluation mechanism.First of all,we use the method of big data and content analysis to analyse the change of the subjects of local government performance evaluation,and the factors causing the change of the evaluation subjects.Secondly,basing on the PV-GPG theory,we study the process,the standards or principles of the subjects selection of government performance evaluation,and the characteristics of the subjects of government performance evaluation.Thirdly,we choose the practice of performance management in Zhongshan municipal government departments to verify the theory,and find out subjects selection problems existed in in the government performance evaluation of Zhongshan City.Finally,on the basis of the understanding of the main factors of the change of the subjects,and the discussion about selection mechanism of evaluation subjects under the guidance of the PV-GPG theory,we put forward some suggestions for the construction of China's local government performance evaluation subjects selection mechanism.
