The Research Of Jiayuguan Peace City Construction

At present,China is in the special period of economic transformation and social transformation,adjust structural between different stakeholders,public security cases,security incidents,civil disputes,criminal cases,all kinds of emergencies are deteriorating.In the fierce market competition,the social contradictions are becoming increasingly acute,urban security is facing many new situations and new problems.How to innovate the social governance system and complete the peace city construction is imminent.Jiayuguan City is located in the northwest of Gansu Province,listed one of nine typical cities of social governance innovation by the Central Comprehensive Management Committee in 2012.This city has regional particularity: the north closes to Inner Mongolia and Outer Mongolia,the south connects minority areas,the west connects Xinjiang Uygur Autonomous Region,national highway 312 run across this area.Jiayuguan City is a typical modern industrial city,has following characteristics: big city,small village,many floating population and less resident population.Jiayuguan city is in the forefront of foreign reactionary religious forces and the "three forces" in Xinjiang for a long time,at the same time many floating population and weak city security foundation also bring the new test to the Jiayuguan Peace City construction.This dissertation selects Jiayuguan Peace City construction as a research object,combines this area and personal actual work,uses the system analysis method,case study method,induction method,intensively explore this topic,and has more accurate objective knowledge,try to make informations of this dissertation true and detailed.Through analysis about the present situation of platform construction,network design,patrol construction,mechanism improvement and peace community construction,raises questions and reasons during construction,uses the advanced experience of domestic typical city,to coordinate relevant units under the leadership of the government public security department to create a peace city as the research direction,this dissertation analyzes and improves concept and mechanism of Jiayuguan peace city construction,to further enrich the peace construction theory,in order to go deep into develop our country comprehensive reference experience for the peace city construction experience.
