Creativity Research On Civil Servants Training System While Building Legal Government

According to the report of the 18 th National Congress of the Communist Party of China,to run the country by law and build the socialist legal state,the primary task is to speed up the construction of the legal government.Started with improving the civil servants administrative ability,aimed at enhancing training system of the civil servants,the paper provides some suggestive direction to solve the current predicament from the point of view from administrative organs,civil servants and training agencies.The final purpose is to prove that the training is both duty and right for the civil servants by methods of law,so as to take effect of the training and improve the comprehensive qualities of the civil servants team thoroughly.The paper states generally on the basis thesis of legal government construction,concludes the basic concept of legal government and the general purpose of our legal government construction.The basic principle of limited conduction,legally administration,honesty and transparency are all emphasized during the process of building legal government.Additionally,the legal government has to indicate the fundamental meaning of scientific function,legal rights,and strict law enforcement,open and justified,honesty and efficiency,law abiding integrity.At the same time,the paper analyzes the existing problems;especially it provides the solution with regarding to the lack of ability for the civil servants on the legal administration,by methods of building scientific training system for the civil servants,emphasize the training so as to build a great team of modern administrative ability.The article combines the basic theory of the civil servants training system including its concept,feature and basis content,and it compares with the one from Japan,America,Germany and UK,finally concludes and collects the advanced experience from overseas.It is not hard to tell that both the civil servants and the administrative agency have not sufficient knowledge on the training,and they are not satisfied with the existing training works,therefore,they are not active in participating the training.In a conclusion,the training system of the civil servants in China gets behind and the training content is lack of creativity,the training content is not much related with the reality.According to the analysis of the Civil Service Law,the paper gets a summary of the main content of the training rules for the civil servants in China,including the subject,the target,the purpose,the content and the form of the training,and finally gets the conclusion that improving the training system of the civil servants plays an important role in the process of building the legal government.In the meanwhile,the paper also briefly summarizes the historic resolution process of the civil servants system in China and indicates the legislation background and the issuing period for certain of important law of for the existing civil servants training system.In order to know about the real condition of the civil servants training works,three months are spent to process the anonymous questionnaire from 189 civil servants and gather plenty of real and effective data.All the investigation data shows that the current training condition of the civil servants does not have very positive result.Both the administrative and the civil servants do not realize sufficiently about the training.Therefore,the paper points out several drawbacks from the current civil servants training works,no flexible training modes,no detailed training regulation,no strict assessment system,no creativity and no close relation between the training content and the reality.At last,the paper analyzes the reason for the existing problem and provides the solution and method to enhance and innovate the training system;build multi-training-modes based on the guide of government,construct scientific training system that suits the modern development.Especially,in order to improve the training system,the legal security and estimating system and rewards and punishment mechanism have to be further enhanced.Additionally,the rights and obligations have to be definite to make sure the civil servants be able to function well in terms of team building and talent output.Moreover,from the training form point of view,multiple training system needs to be built and the training method needs to be innovated.
