Problems Analysis And Countermeasure Research On The Supervision After The Planning Approval Of The Construction Project In Daqing

Urban planning administration accompanying with the whole process of preparation,approval and implementation of urban planning,is the necessary means to ensure the construction of cities,but also an important part of modern social management.Supervision after the planning approval,as an important part of urban planning administration,has an important role in the implementation of planning results and the healthy development of urban construction field.Daqing is a resource-based city developed on the basis of oil field.After more than thirty years of urban construction,it has developed from blue sky wilderness into a new city beginning to take shape.In the new normal,to do a good job of high starting point and high standard of the city construction,has important practical significance and far-reaching historical significance for the transformation of resource-based cities.Based on the literature analysis approach,this paper starts with the explanation of the research situation at home and abroad,related content about supervision after the planning approval and China's administrative body.Then using the approach of empirical analysis and comparative analysis summarizes the experience of supervision after the planning approval in foreign advanced countries such as Singapore,Britain,Germany,and the domestic advanced cities such as Guangzhou and Suzhou.Next through the analysis of the present status of the supervision after the planning approval of the construction project in Daqing with the data analysis,summed up the basic characteristics of different stages and illegal construction,further analyze the cause from ideological recognition,administrative system local,working mechanism and the local particularity of Daqing.Last part combining theory and practice,administrative departments supervision system and the relation system within planning bureau are designed for Daqing urban construction work actual from the view of urban planning practitioner.Besides,countermeasures and suggestions on the government,the public and other aspects are afforded in order to improve the level of supervision after the planning approval in Daqing.As a common problem,supervision after the planning approval existswidespreadly in the planning administration of all over the country.Solving the problem of Daqing in this respect has a great guiding significance for the other cities in our country.
