The Study On The Administrative Examination And Approval System Of Housing Construction Project In Shanghai City

The Shanghai residential construction project administrative approval reform situation as the research object. Analysis currently the status quo of the administrative examination and approval of construction industry, problems and facing challenges, causes, and to explore the strategy to further improve. This paper is divided into five parts. The first part introduces the research background and significance, reviews the domestic and international residential construction project administrative management mode and the characteristics of China’s administrative management, administrative examination and approval, etc.. The second part of the Shanghai residential construction project as an example, this paper introduces the current administrative examination and approval system of administrative examination and approval system status, compared with the United States residential construction project administrative examination and approval of the model and analysis of differences. The third part through the analysis, find out the existing problems of the administrative examination and approval system in Shanghai construction area, and the problems to be solved. The fourth part focuses on the factors affecting the construction of administrative examination and approval system, from the government, enterprises and other aspects of the reasons for the analysis. The fifth part puts forward some reasonable suggestions for the reform of the administrative examination and approval system in the next step of construction industry.This paper think that after the current round of reform of the administrative examination and approval system, the administrative examination and approval system of Shanghai construction field has overcome some drawbacks, but in the construction of the legal system, there are still some lack of personnel management etc.. In addition, the current rapid development of society, the national strategy and the Shanghai local development needs for the construction of the field of administrative examination and approval put forward new demands and challenges. In future work, the construction industry administrative system reform should establish and cultivate more focus on the market order and industry standards, strengthen beforehand, and afterwards supervision, perfect the construction of legal system.
