Research On The Police-related Network Public Opinion Management Ability Construction Of Quanzhou Public Security Organs

With the continuous development of economic construction and the continuous deepening of the reform of social system,our country has entered a period of social transition.The demands from various social strata,contradictions caused by the adjustment of interest pattern,transition of mind and other factors make the social risks continue to increase.The public security organs,as a special organization to maintain social stability and crack down on criminal offenses,are the important functions of government departments.At the same time,they are also facing a variety of social contradictions and risks.Because of their special nature,the public security organs tend to be the focus of attention of public opinion,even have been hyped and misrepresented.The objects of law enforcement,other related interest groups or ordinary people are likely to be the initiator and participant of public opinion.Interest demands of all parties intertwined make public opinion more complex.Especially now that the internet and mobile communication technology is continuing to develop,the information content spread faster and faster.The impact of Internet public opinion related to the police has become more and more big,which prompting the public security organs must give full attention to.How to strengthen the management ability of the police-related network public opinion becomes the urgent need of the public security organs.The paper takes management ability construction of Quanzhou public security organs involved in police-related network public opinion for research objects,which analyses the existing problems and the reasons behind by studying the current actual situation based on the theory of Robert Heath‘s 4R model.Then,this paper puts forward some measures for the actual situation of Quanzhou,which is conducive to the improvement of the ability of police-related network public opinion management,by referencing Beijing,Guangzhou,Xiamen.The 4R model can explore the public security organs to enhance the police network public opinion management capabilities to provide a good way based on the various stages of the development of public opinion,which has strong realistic meaning and a certain theory value.
