Research On Effectiveness Of Intangible Cultural Heritage Policy Implementation In Huiyang District

Protecting Intangible Cultural Heritage is of great significance to improve China's cultural soft power and build up socialism spiritual civilization.In December 2016,Ministry of Culture of PRC released the Evaluation Report on the implementation of < Intangible Cultural Heritage Law of the People's Republic of China >(the author will refer it as the Report in the following text)on its website,after conducting an investigation of domestic Intangible Cultural Heritage protection conditions.The Report recognized the achievements our country has made on Intangible Cultural Heritage protection,and came up with the common problems existing in Intangible Cultural Heritage protection at the same time,such as: the law system for Intangible Cultural Heritage protection is not complete;the investment for Intangible Cultural Heritage protection is not enough;resource origin is single;organization for Intangible Cultural Heritage protection is not mature,and it is lack of staff and encouraging mechanism;support to Intangible Cultural Heritage representative inheritors is not enough.A group of scholars in China have studied existing problems on Intangible Cultural Heritage protection from various areas before,while researches on problems of Intangible Cultural Heritage protection from Public Administration angle usually based on government functions,government management,policy making and law enacting protection,there haven't any research fruits from the researching angle of policy implementation effectiveness.And this background is where this thesis starts its research.This thesis includes five parts.Part one mainly sorts out the background,meaning,research situations home and abroad,research frame,research approaches and contents of this thesis.Part two briefly explains the related concepts and theory foundations,including introductions of Intangible Cultural Heritage,policy implementation effectiveness,policy implementation effectiveness of Intangible Cultural Heritage and sustainable development,and Meter-Horn Pattern.Part three introduces Intangible Cultural Heritage policy system and the achievements appeared during the process when Huiyang district executes the Intangible Cultural Heritage policy,and takes making craft of Tamsui Hakka summer hat as example to show the ineffectiveness of Intangible Cultural Heritage policy implementation.Part four makes use of Horn-Meter Pattern to analyze the reason why there would be Intangible Cultural Heritage policy implementation ineffectiveness in Huiyang district.Part five provides strategies and advises to improve Huiyang district policy implementation effectiveness for executing organizations and staff who make Intangible Cultural Heritage policies,and provides appropriate stimulus for local government to execute the Intangible Cultural Heritage policies,so that to improve local government's policy implementation effectiveness.
