Deviation And Correction Study Of Local Policy Implementation About Government's Targeted Poverty Reduction Policy

Since Comrade Xi Jinping proposed the concept of targeted poverty alleviation in November 2013,China has made remarkable achievements in poverty alleviation.The 19 th national congress of the communist party of China(CPC)proposed that all rural poor people be lifted out of poverty by 2020 under the current standards,and listed the fight against poverty as one of the " Three tough battles ".However,whether good policies can achieve their expected goals depends more on whether they can be effectively implemented.In the current implementation of the targeted poverty alleviation policy,due to various factors,there are still problems on taking precise.Therefore,understanding and analyzing the actual problems existing in the policy implementation by the grassroots government has a great significance for the implementation of the central government's targeted poverty alleviation policy.The author study on S County,a national poverty-stricken area in a western province of China as a case,through consulting data,investigation,interview and so on,summarized the main deviated performance of the implementation of targeted poverty alleviation policy,Through the MeterHorn system model,this paper analyzes the main reasons for the implementation's deviation of targeted poverty alleviation policy from five aspects:policy goals and resources,system environment,implementation methods,actuator characteristics and executives orientation.Based on the survey and analysis result,defects of the policy goal at the grassroots level and the resources,local natural environment and humanistic constraints,selectivity of policy implementation,lacking of synergy between grassroots executives,policy executive preferences,the interaction between those factors has caused implementation.According to the conclusions reached,the author gives targeted recommendations from the policy objectives and resources level,grassroots executive organization and executive level,economic and social environment.
