Research On Industry Association Participation In The Process Of Public Policy-Making

Public policy is an important means of managing state affairs administration in our country,the government through the formulation of public policies,solve the problem of social public,handle social contradictions.The good or bad of a public policy,not only reflected in the implementation process,but also reflected in the process of its development.At present,the formulation of public policy has become a major problem affecting social stability.Although public policy is widely used in our country,the process of public policy making has not been paid much attention to.Although the government has made many policies,but the people applauded and recognized by experts less.Public policy not only its legitimacy from the public questioned the procedures have been repeatedly criticized,even the science is often challenged.Public policy making frequent problems,which not only damages the credibility of the government,but also to the social management authority has brought problems.Industry Association is after the industry to a certain stage of development by enterprises voluntarily formed social organization,is the communication bridge between the government and enterprises.Industry associations not only serve the enterprise,but also in the service government,the former such as promoting the communication and coordination between enterprises,to prevent vicious competition in the same industry,as the representative of the business dialogue with the government;the latter such as assist to the government in the formulation and implementation of public policies,strengthen industry management etc..Industry associations with a broad range of corporate and mass foundation,familiar with the enterprise and the market,can help the government to improve public policy targeted,scientific.Industry associations should play an important role in the formulation of government policy,but the relevant participation mechanism and legal protection in China are still not perfect.The title of this paper is Research on Industry Association Participation in the Process of Public Policy-Making--Based on the empirical analysis of Ningbo Industrial Association.The paper consists of four parts: the first part is the introduction,first elaborated the background and significance of this thesis,and focus on the domestic and foreign related research results are summarized,in order to gain enlightenment,next,clear the main contents and the study emphases of the research,finally points out the research methods.The second part of this paper is defines the concept of "public policy-making" and "industry association participation",they are the focuses of this study.Base on theory of political participation,governance theory,new public service theory,reveals the value of industry association participates in the process of the public policy making.The third part,the specific case of Ningbo Industry Association to participate in public policy making the empirical analysis on Industry Association to participate in public policy formulation process and methods,dynamic and the existing problems,and analyzes the reason of the problems.The fourth part is based on the above analysis,puts forward the countermeasures of perfecting the industry association to participate in,to further enhance the level of public policy-making and better service to the government's public management.
