On The Perfection Of The Chinese Government Procurement Legal System

At present,many countries especially developed countries have established the legal system of government procurement.As we all known,an excellent legal system of government procurement plays en important role in achieving the function of government procurement and seeking for both national and personal interests.Through 20 years' efforts,the legal system of government procurement has been established and developed in China.However,compared with developed countries,our legal system of government procurement is not mature enough.In addition,now we are facing with the issue to join the GPA,which require China to make our present legal system of government procurement better.This paper is divided into 5 parts: Firstly,summarize some basic theories of government procurement,including the concept,the characteristic and the function.Secondly,introduce the process that the legal system of government procurement being established and developed both in foreign countries and in China.And summarize the main contents of the Chinese government procurement legal system.Thirdly,the paper focuses on the weak points of the legal system of government procurement in China.Fourthly,the paper analyzes the legal system of government procurement in some typical foreign countries,in order to get some experience to improve our own legal system of government procurement.Lastly,suggestions are made to promote the improvements of the Chinese legal system of government procurement.
