Research On The Differences Of The People's Livelihood In Public Services Expenditure And Influencing Factors

As a result of thirty years of rapid economic growth,China's per capita GDP topped $6700 in 2013,formally enter the ranks of middle-income countries,it has better economic basis of ensuring and improving people's livelihood.The 13 th Five-Year Plan plans to build basic public service to improve people's living conditions,puts forward the requirements for the supply of the people,namely,to expand the scope of services,increase the service project,improve the construction of index,extension,object-oriented,services more and more people,let the masses enjoy the convenience brought by public services,to promote the all-round development of public service,and support services equalization.Local governments after the central transfer payments,increased the financial equalization degree,but due to the economic base,industrial structure region,the different income levels and so on,make big difference in financial resources allocation: developed regions have rich resources,while the backward area resources is narrow.In most cases,rich regions can provide higher levels of public service for area residents,but the poor area is even difficult to guarantee the most basic public services.This is seen as a kind of equal imbalance performance.From the perspective of public service expenditure differentials,choose China provincial cities as empirical research object,measured horizontal equalization of the provincial capital and analyze its influencing factors.The study found that regional economic development level? fiscal revenue and expenditure ability?transfer payment have positive influences on the dependent variable,on the contrary,spending cost and population density have some certain negative effect,the urbanization level has no significant role on horizontal equalization.The research results can describe the process of our current equalization of public service of the people's livelihood.This will provide beneficial enlightenment of equal basic public services policy in local governments and reasonable distribution of the intergovernmental financial powers.
