An Empirical Study On The Impact Of Fiscal Expenditure On Equalization Of Urban And Rural Public Service

With the rapid development of the socialist market economy, China has made the survival of social change model for the development of society, followed by a rapid growth of people’s demand for basic public services. However, due to long-term urban-biased institutional arrangements and policy implementation, there has been inequality issues of basic public services in urban and rural residents enjoy basic education, health and social security has become increasingly prominent, the shortage of public services in rural areas has become a constraint to economic development and social progress "bottleneck", for this, the Government proposed to increase the supply of public services in rural areas tilt efforts to achieve full equalization of public service goals, but also began to emphasize the transformation of government functions from the economic development model to public service. Nature of public finances determines its key position in the urban and rural public service equalization process, public finance is to achieve equalization of urban and rural public service foundation and prerequisite for urban and rural public service equalization policy objective of public finances. Therefore, we make a systematic analysis of the impact of fiscal spending on urban and rural public service equalization levels, first constructed urban and rural public service equalization level evaluation index system, comprehensive evaluation of urban and rural public service equalization changes in the level and timing of regional differences, based on the expenditure and the level of urban and rural public service equalization into a theoretical framework, the analysis of financial expenditure for urban and rural public service equalization impact mechanism. In the empirical part, a regression model were constructed to analyze expenditure for urban and rural public service equalization of scale and structural effects, and puts forward the promotion of urban and rural public service equalization system of public finance arrangements.
