Research On Governmental Purchase Of Public Law Service In Quanzhou City

In recent years,a variety of complex social contradictions and disputes increased,the public demand for public law services is growing.The public law services provide legal or other approaches for vulnerable groups and the social mass to resolve disputes and safeguard their legitimate rights,and they also play as a pressure reducing valve of social contradictions.This paper analyzes the status quo and problems of Quanzhou municipal government's purchase of public law service by using the theory of new public management and public goods theory,starting from the present situation and characteristics of governmental purchase of public law service in China.The research shows that there exist a series of problems in governmental purchase of public law services such as lack of comprehensive and unified plan by government,lack of sufficient funds guarantee,unfully exerted enthusiasm of the public law service providers,low coverage of the public law service purchase by government,ineffective evaluation and feedback of governmental public law service purchase and so on.This paper discusses the origin of the problems from the aspects of the government's lack of understanding of the importance and necessity of public law services purchase,perfect laws and regulations of governmental purchase of public law services,and good awareness of the service providers and recipients.In view of the existing problems and causes of the purchase of public law services in Quanzhou city,the author proposes measures and recommendations from the aspects of the relevant government laws,regulations and policies,establishment of public law service purchase quality evaluation system by government,promotion of the diversified development of public law service providers,strengthening of the government's financial support and expanding of other fund channels.
