Ractical Research On The Government Purchase Of Public Service In Wuhua District In Kunming City

With the rapid development and changes of China's economy and society,citizens'demand for public services has gradually become more diversified.And the transformation of government functions,make the government's purchase of public services an appropriate supplement to China's public service supplement chain.At present,the incomplete of nation's legal policies,which is the main reason of the problems of Chinese government purchasing public services.Secondly,there are still problems such as the incomplete development of social organizations in the western area,exploring and perfecting relevant systems and cultivating social organizations,which has become an effective means to improve the government's purchase of public services.The paper mainly takes Wuhua District in Kunming city as an example,using the new public management and new public service theory,market and government failure and other theoretical tools to study the current practice of government purchasing public services in Wuhua District,deeply analyzing the purchasable items,the purchase process,the supervision and management methods and the development of social organizations,which come to an conclusion that the main problems restrict the development of government's purchase public services in Wuhua District.Firstly,the procurement process is not standardized;secondly,the funding channels are not smooth;thirdly,the pricing of service items is unreasonable;Next,lack of competitiveness in purchases.At last,Insufficient supply of sex and public goods,and the main factors of these problems are the four aspects,the government's unclear powers and responsibilities,imperfect systems,inadequate supervision and evaluation system,and incomplete development of social organizations.Taking the unique experience in Beijing,Shanghai,and Ningbo as references,The government in purchasing public service practices provides some suggestions for how the grassroots government can better improve the government's mechanism for purchasing public services.It mainly includes:clarifying the positioning of powers and responsibilities,setting up a unified purchasing platform,innovating pricing mechanisms,and improving classified purchases.Expand funding sources and establish multidisciplinary supervision Body,strengthen third-party assessment,development of social organizations.In order to promote the development of the purchase public services in Wuhua District and accelerate the transformation of government functions,it is expected to provide higher quality public services to the residents.
