Research On The Government Purchase Of Social Pension Services In Quanzhou

This paper studies the government purchase in the supply of social pension service in Quanzhou City using welfare pluralism theory,public product theory and government failure theory,through literature research,comparative analysis,personal interview and other methods.Through the summary of several different purchasing ways of the government in the supply of social pension service in Quanzhou City,this paper summarizes the policy-making and promotion process of Quanzhou government's purchase of social pension service,and it points out the role that the government should play and what the government should do in the social pension service supply.On this basis,it combines the present situation of the development of aging service and social pension service supply in Quanzhou,and puts forward the problems of government purchase in the supply of social pension service,It includes: imbalance between supply and demand of social pension services,insufficient purchase funds,limited choice of the social pension services providers,unbalanced development of social organizations,absence of evaluation and supervision mechanism,etc.At the same time,this article analyses the causes of the related problems.For example: government has weak planning awarenesson social pension servicesystem,a single source of funds,non-profit social organization development,the lack of a unified standard purchase process and legal protection,market competition mechanism is not perfect,etc.The article also contrasts the successful practice in the government purchase of social endowment service in Fuzhou City and Xiamen City in Fujian Province,and summarizes its advanced experience,it is concluded that the success factors of the government's purchase of social endowment service in Fuzhou and Xiamen include government's strong support,effective resource integration and market mechanism.Finally,the article tries to offer optimization suggestions for the government purchase in Quanzhou social pension service supply,mainly include transforming government functions,broadening the sources of funds to purchase pension services,strengthening the construction ofpension services teams,guiding the development of social organizations,and establishing and improving supervision and evaluation system.
