The Research On Overseas Security Problems Of Chinese Citizens In The New Situation

Chinese citizens' large scale overseas activities such as traveling,doing business,studying aboard have become a normal phenomenon in current society.However,regional political volatility,terrorism attack,chaos,major natural disasters,lacking of self-protection consciousness and other reasons made overseas Chinese citizens' security situation get worse and worse.The complex overseas security situation highlights the government's scarce capacity in dealing with overseas security risks,and the problems of consular protection are revealed gradually.Based on the series of problems,this paper puts forward the corresponding measures and is divided into the following five parts.The first part starts from the definition of overseas Chinese citizens and overseas security,and elaborates the theoretical basis of overseas Chinese citizens' security protection.The second part analyzes the current situation and reasons of security problems of overseas Chinese citizens.The number of overseas security incidents has been increasing year by year and they are characterized by various forms and diversity,regional differences,increasing uncertainty and wide-spread damage.The causes of frequent overseas security problems such as labor disputes,conflicts involving economic factors,cultural differences and lack of selfconsciousness of overseas safety except for terrorism,transnational crimes and natural disasters and other non-traditional security threats,lead to the difficulty in dealing with overseas citizens' security problems.The third part summarized current Chinese government's measures to protect Chinese citizens' safety abroad.The measures are as follow:overseas Chinese evacuations,consular protections,diplomatic protections and international cooperation.As diplomatic protection is easy to influence the political relationship between countries,so sovereign states avoid using this measure.Thus,consular protection has become the most important way.The fourth part mainly discusses the difficulties of protecting overseas Chinese citizens.There are many practical problems in current safety and security work: the legal system building is incomplete,consular protection work needs improving,the consular service's human resources are in shortage,and the law enforcement cooperation between countries still needs improvement.The fifth part puts forward some suggestions of perfecting the security protecting mechanism of overseas Chinese citizens according to the difficulties mentioned above,which is the important part of this article.This paper designs some proposals from legal system,early warning mechanism,civil organizations,and quality of service and international policing cooperation five aspects.Building a comprehensive overseas Chinese citizens security protectsystem and weaving a multilateral collaborative net with government agencies,legal systems,enterprises and personnel,make the living environment of overseas Chinese citizens more safer.
