The safety of overseas citizens is an important part of national security.With the enhancement of China' s national strength and the improvement of its international status,more and more Chinese citizens have gone abroad to engage in a variety of transnational activities.The increase in the number of foreign citizens has made the safety of overseas citizens more and more prominent.In recent years,the incidents involving the security of overseas Chinese citizens have shown rapid growth and have continuously touched the nerves of the Chinese people.How to protect the safety of more and more overseas Chinese citizens has become an important issue facing the contemporary Chinese government.This article begins with related theories of protecting overseas citizens,and carefully discusses the direct dynamic theory and international legal theory of protecting our overseas citizens and the definition of the object of protection.Focusing on the research of the subject,the article discusses the security status of our overseas citizens and the sources of security risks.After clarifying the status quo of the security of overseas Chinese citizens,it systematically discusses the practice of overseas citizens' safety protection in China,including the basic ways of protecting our overseas citizens.Then it analyzes the specific performance of the government in protecting the overseas citizens of China and protects the country' s overseas.The effectiveness of civil security and its shortcomings.In the end,the article puts forward specific countermeasures against the deficiencies in the process of overseas citizens' safety protection in our country,and discusses suggestions for improving the security level of overseas citizens from the national and individual levels.The article divides the subjects of protection for overseas citizens in China into major protection groups and non-major protection groups,and divides the causes of security risks for overseas citizens into traditional and non-traditional security threats.Through a large number of real-life cases,it is demonstrated that non-traditional security is currently in China.The biggest source of risk for overseas citizens.The author believes that although diplomatic protection and consular protection are theoretically two different concepts,it is difficult to judge them in some specific cases.In view of the sensitivity and limitations of diplomatic protection,the author takes consular protection as a The most important way to protect our overseas citizens.In view of the problems existing in the current practice of protecting the safety of overseas citizens in China,the article believes that the level of consular protection of overseas Chinese citizens should be improved in three aspects:increasing investment in consular protection,consummating consular protection mechanisms,and consolidating consular protection legislation.Strengthen the classification and protection of overseas students,migrant workers,and tourism groups,and take corresponding measures to reduce non-traditional security threats.Finally,from the perspective of citizens,the article points out that citizens should be ready to cope with risks before exiting the country,and improve safety awareness and self-rescue capability after leaving the country.
