Study On The Protection Of Overseas Interests And The Construction Of Private Security Enterprises

With the rapid development of China’s economy,a large number of Chinese enterprises growing up in the tide of reform and opening up have been involved in the competition of globalization in the larger scope,the wider field and the deeper level.As a "world factory",China’s huge demand for energy and resources has further stimulated overseas investment by Chinese companies.In particular,the pace of Chinese enterprises and citizens "going out" has been significantly accelerated with the formulation and practice of Xi Jinping’s "One Belt One Road " strategy since 2015.But we can easily find the projects,whether it is "Silk Road Economic Zone" or "21st Century Maritime Silk Road",through the areas which is recognized as high risk regions.We take Pakistan as an example.As a useful supplement to the " One Belt One Road",from Xinjiang Kashi to southwest of Pakistan port," China Pakistan Economic Corridor " is a major link to maintain and consolidate the all-weather strategic partnership.It will boost Pakistan’s economy,and help China to get rid of the "Malacca dilemma".However,we are faced with severe security situation in Pakistan: generally stable political situation with unstable factors;limited government control with large local religious forces;rampant extremist groups under serious counter-terrorism situation.Although Palestinian has taken measures to set up special security forces to protect the safety of the "ChinaPakistan Economic Corridor",it is obviously not enough to deal with the threats.While the China doesn’t have overseas military base,external delivery of military forces will face political,diplomatic and other multiple pressures.The development of private security enterprises to strengthen the protection of overseas interests has become the best option.The paper aims to systematically study the development process and current situation of private military(security)company(PMC,PSC)in western countries and summarize its experiences and lessons.Combined with the needs of the development of the domestic private security industry in China and overseas security market,the paper discuss the establishment,training and overseas intelligence acquisition of private security companies in the light of the development of domestic private security industry,the demand of overseas security market in China and research other issues to solve the problem.
