U.S. Foreign Aid System And Its Inspiration For China

After World War II,the donors regard foreign aid as an important diplomatic tool to achieve their strategic goals.As the founding member of the contemporary foreign aid,U.S.in the area of foreign aid has been a leader.After 70 years development,America has formed a relatively complete system of foreign aid,including the development of legal assistance,foreign aid management system and enforcement mechanisms.Fro m the Marshall Plan to the fourth point plan and then to implementation of anti-terrorism plan,US foreign aid has been constantly adjusted and improved.Throughout the course of history of US foreign aid,whether it is economic aid,humanitarian aid or military aid,America always have clear national motives,including political motivation which ensuring national security,strengthening democratic propaganda and maintaining hegemony around the globe and including economic motivation which opening up overseas markets to expand the US investment scale and maintaining the rules of the world economic system.In this paper,the study on United States foreign aid legal system,management system and economic effects of foreign aid is carried out.The comprehensive legal system of US foreign aid for the management and implementation of foreign aid provides legal rights,which greatly maintain the policy of stability and efficiency of foreign aid.American foreign economic assistance Management has adopted internatio nal process management.And USAID played a major role in the management process of government assistance,which developed a detailed project management and program design processes.Through the study on the assessment of the US economic aid by using Diamond model,the quality of US economic aid in the past decade has been significantly improved.However,based on development of recipient countries,the effect of the US economic assistance needs to be further improved.And through empirical verification of t he US aid,it has relatively positive effects on economic development of United States.As the world's second largest economy,Chinese foreign aid should cause legalization,mechanisms and globalization.Based on the systematic study of US foreign aid,this paper puts forward feasible policy recommendations for the future development of China's foreign aid.C hina should actively study the experience of the United States,strengthen foreign aid affairs,and participate in the international aid system.As well as making good use of the advantages of South-South cooperation,china should make its own contributions to international assistance.
