| The prison,which undertakes the holy duty of prisoners' punishment and transformation,is nation's penalty executive agency.As the progress of rule by law,new deploy,higher demand and full hope are made by nation and society on prison's work.As prisoners' disadvataged group,the old,the ill and the disabled prisoners become difficult point of prison because of their phsical and psychological features.They may easily bring problems,which affects prison's safe and stability.How to control that group normatively will influence reform and development of judicial and administration.And it is also an important factor of developing rule by law prison.The thesis chooses one prison's disadvantaged prisoners in Hebei province as its sample.This kind of prisoners are mostly seriuosly ill and long-term lie in bed.Some of them have autotomy and autolesion,some are resistance to change,and some have no interviewer.The author uses individual talk,questionnaire survey and so on,exploring how to standard such kind of prisoners' management in the environment o rule by law society.The writer analyzes prioners and police officers' formation,prioners' life and medical guarantee,scoring assess and penalty implement.Besides,adding the writer's working experiences,the writer also analyzes all police officers' working difficulties.Problems in management are proposed and its reasons are analyzed.The suggestion is: manage by law,combine penalty and reform,rehabilitation training,unified standard,strategic choose,classified rehabilitation and accurate management.Meanwhile,we should sound the mechanism of self-sufficient,prison's plan and society's participation.All the measures are to improve prison and society's attention to the disadvantaged prisoners,to improve prison's manage level and to keep prison's safe and stability.In a word,prisoners' normalization management is to develop rule by law prison so as to do my little bit to help building harmonious society. |
