| With the national policy of continuing support and encouragement,China’s land circulation has come into the period of scale increasing ceaselessly,pace accelerating constantly,main partly diversifying day by day,and form innovating endlessly.Financial support is an important funding source of agriculture.However,the current law of China’s legislation on the mortgage of land contractual management is very strict,in general,the mortgage is not allowed until it is permitted in a few local pilot in 2015.From the perspective of Heilongjiang province,the pace of land circulation and scale management and the development of new subjects which are especially farmers’ cooperatives are moving forward to the goal of national agricultural modernization in recent years.In this process,the mortgage of land contract management becomes a key issue that obstructs the implementation of the "comprehensive reform of modern agriculture" in Heilongjiang province,and the improvement of rural financial innovation.Based on the theory of rural land contractual management right,the paper which puts forward some countermeasures to solve the mortgage of rural land contract through in-depth investigation,is combined with practice,and the plight and problems of rural land management right mortgage.In accordance with the law,it is necessary to clarify the legality of the mortgage of the land contract right as soon as possible,release the relevant restrictions and grant farmers more full,complete and secure land contract management right.In a view to establishing the support mechanism of land contract management to create good conditions for land contract mortgage,we should improve the financial credit industry support mechanism,rural land evaluation mechanism,agricultural production supervision mechanism,urban and rural comprehensive coverage of rural social security mechanism.Improving the fair trading platform of land contractual management to lay a good foundation for the mortgage of land contract,we should complete the registration of land contractual management right as soon as possible,improve the circulation service system of land contractualmanagement,improve the land contract management platform,strengthen the marketization of land contract management system.Cultivating the soft environment of land contractual management right to meet the demand of farmers and new agricultural operators to credit funds as soon as possible,we should audit strictly the management of mortgage,assist the implementation of mortgage loans,timely resolve non-performing loans,and assist in credit rating.In terms of the policy support for the pilot of land contract management,we should establish the situation of multi-sector public cooperation as soon as possible,improve the land management mortgage loan management system,establish the mortgage mechanism,risk mitigation and compensation mechanism,improve the agricultural insurance system,and run the land contract management mortgage. |
