The Research Of Network Crisis Events' Governance Effectiveness

Transition pattern of interests in the transformation,all kinds of crisis and conflicts frequently happening.The rapidly development of Internet and the growth of awareness of citizen participation,then relying on the network,the network crisis events have become the challenge of operation of the public power.How to deal with the increasingly normalized network crisis events` governance is inevitable.In order to research the network crisis events` governance effectiveness,this article is based on Life-cycle Theory,Agenda-setting Theory,the Butterfly Effect and Governance Theory,and with the way of qualitative analysis and case analysis.As one of the new situation of the public crisis,network crisis is covered under the crisis.Network crisis event is one of the crisis events that based on the network,through the interaction of the real and virtual,relying on the reality or network expanding the further influence of the network crisis event,and eventually forming public opinion,then needing the government and other public sector to management.Network crisis event has its` own characteristics.Such as the diversity and universality of participants,the public relevance and labels of appeal content,and etc.At the same time,the development of the network crisis event involves many areas,so the important emphasis of classification is different.And thus,the network crisis events`influence spreading which is like double-edged sword.The reason of network crisis event governance failure and the standard governance effectiveness influence each other.And they become the mark of the governance path.Based on this,the effective governance of network crisis events need to jump out of the traditional pattern of single subject,and then building the framework of the multiple governance body mechanism,from three aspects:macro,medium and micro,building the cooperation governance mechanism: governmentnetwork-civil society.
