With the development of rural economy and society and speed up of urban and rural integration process,situation of public environment in rural becomes more serious.The increasingly problems in rural ecological environment cause great attention from all walks of life.For a long time,government is the main part in the process of environmental governance,but it is not ideal to solely rely on government to open rural environment governance.In recent years,council of villagers springs up in rural area,which is a new explosive practice in rural public environment and health management and has positive function on establishing and improving long term mechanism of rural public environment and health management.However,a series of problems appear in the process of its participation.It is of great significance to make council of villagers effectively participation and promote achievements made in rural public environment and health management.By using documentary analysis and field survey and analysis,this paper first introduces basic objective evidences and advantages of council of villagers and rural public environment and health management.And then it analyzes current situation,difficulties and reasons for existed problems based on results of field survey.Finally,considered on the specific situation of rural area,it stresses that under guidance of government,council of villagers participates in rural public environment and health management,which is a way of cooperative participation.And it makes suggestions on council of villagers effectively participation in rural public environment and health management from transformation of governmental functions,improvement of guarantee mechanism and capacity building of council of villagers.
