Research On The Mechanism Of The "Five Old Elite Network" From The Perspective Of Villager Autonomy

According to the national legal system,Villagers' self-government system is a political system that the residents from a certain area in rural places realize self-service,self-education,and self-management through four key possess that are democratic elections,decision-making,management and supervision under the leadership of the rural grassroots party organizations and the guidance of the people's governments.There are several related laws issued that marked the grassroots democracy.From the " Village Committee Organization Law of People's Republic of China " in 1987 to the revision of the formal implementation in 1998 and the new edition in 2010,the Villagers' self-government system has become an important part of grassroots democracy construction in China.However,there are many problems and shortcomings in practice level,especially the two disorder relationship problem,the relationship between the village committee and the grass-roots party and the relationship between town's government and village committee.In the process of new rural construction,Ganzhou New Rural Construction Council was promoted extensively as the "Ganzhou experience",the successful operation of the Council has a certain value for reference.Through the study of Ganzhou New Rural Construction Council and the members of rural old,This essay is to explore the new ways to solve the problem of the relationship in two disorders using interviews and questionnaire survey methods.Combining the theory of social network with Rural Elite Governance Theory,the author analysis the effect of the new rural construction in the "five elite network" in the village administration and villagers' autonomy and set up the "old model elite network" mechanism.The study found that the "five old elite networks" model consists of two main dimensions,including the internal dimension and external dimension.The internal dimension refers to the essential characteristics of people's old elite,including personal authority and prestige.Meanwhile,The External dimension refers to the political,economic advantages,information and other merits,mainly including economic impact,political influence,and impact of information.Personal authority is the most basic and important one character.Basically,Information factors have more influence than economic factors.In the political factors,The political needs of the villagers and the political response of the five old elites have a positive effect on the enthusiasm of the villagers in the village affairs management.Political influence,economic impact,information impact and personal authority of the four factors together are to promote the realization of the villagers' autonomy.
