Study On The System Optimization Of Villagers' Council Based On The Perspective Of Good Governance

In the 21st century,good rural governance has become one of the most important issues to be solved urgently in China.At the call of the Party Central Committee and the Provincial Party Committee,all parts of the country have actively explored the good governance of the cou ntryside.As the first batch of pilot areas in Shaoguan City,Guangdong Province,to promote the construction of new socialist countryside,X Town,on the premise of maintaining the existing pattern of village committees,set up villagers' councils with village rs' groups as basic units,Under the leadership of village Party organizations,through discussions and dialogues,give full play to the main role of farmers,and find a new way of rural governance.Taking the villag ers' council system in X Town of Shapguan City as the research object,based on the good go vernance theory such as legitimacy dimension,openness dimension,impartiality dimension and effectiveness dimension,this paper fully understands the basic situation,existing problems and underlying reasons of the villagers' council system from the aspects of the public awareness,affairs o penness,pro ce dure and role play of the villagers' Council system.On this basis,this paper studies and explores the path and C ountermeasur es of the villagers' council system in X Town,puts forward that we should im prove laws and regulations,strengthen the "legitimacy" of the villagers' Council system,strengthen the construction of information disclosure system,enhance the "openness" of the villagers' Council system,improve the supporting sys tem of deliberation and decis ion-making,enhan ce the "fairness" of the villagers' Council system,improve the implementation mechanism of resolutions,and enhance the villageas' Council system.The "validity" of the council system strives to further enrich the research on institutional inno vation of grass-roots governance in China,and to provide practicaI reference for implementing the strategy of Rural Revitalization and deepening the practice of good governance in rural areas.
