Research On The Incentive System Of Homestead Withdrawal

In 2018,the Central Document No.1 reiterated that it would speed up the revision of the Land Administration Law and emphasized the need to deepen the reform of the homestead system.The emphasis was on the exit of the homestead and how to increase the enthusiasm and participation of rural collective economic organization members in the exit from homestead.This is a brand-new topic.Therefore,it is imperative to establish an exit incentive system for homesteads in China.This article first introduces China's homestead system,the connotation of homestead use rights,and the historical evolution of the homestead system.Second,the concept of homestead exit and the necessity of homestead exit were introduced.Third,introduce the concept of homestead exit incentive system and further summarize the operating principles of homestead exit incentive system,including the following aspects: fairness and efficiency Principles,principles of sustainable development.In addition,we will sort out the regulations and policies related to exit incentives for homesteads.Based on the previous theoretical and current research,this paper introduces the typical model of exit incentive system for house sites in Zhejiang Province,Tianjin City,Shaanxi Province and Chongqing Municipality,and conducts relevant experiences on rural land remediation in Taiwan,Japan and Germany.Summed up and summarized.In addition,through an analysis of the insufficiency of the exit incentive system for homesteads in some pilot regions,it can be seen that the exit of the domestic homestead pilot area has made some innovations in the construction of the homestead exit incentive system.However,when we confirm the achievements of the pilot project of the exit homestead incentive system,we must not overlook the series of problems that the system has exposed during the piloting process.For example,the lack of higher-level legal provisions;and the existence of economic incentives.Problems;not fully respecting the wishes of all members;failing to establish a reasonable value-added income distribution system;failing to establish a paid use system for homesteads;and imperfect rural social security systems.The research,discussion and resolution of theseissues have a bearing on the direction of the next step in the exit incentive system for rural homesteads in China.Through research and analysis,in response to the issues raised above,this paper proposes a plan to improve the homestead exit incentive system.It mainly includes: the “Land Management Law” makes provision for the exit incentive system of homestead;the improvement of economic incentive measures;full respect for the wishes of all members;the establishment of a reasonable value-added income distribution system and the improvement of the homestead paid use system and the rural social security system.
