At present,our country's old-age care institutions mainly divided into public-owned institution and private-owned institution.For a long time,the old-age care institution service as the elderly social welfare,because of its strong attribute of public welfare,the old-age care institution service has been provided by public-owned institutions.With the speeding up of aging population,the demand of old-age care institution service is rising rapidly,which have a higher request of the scope of public-owned old-age care institution service object and service supply ability.The government is subject to the limited of financial resources and the needs of transforming its function,gradually let go of pension industry access conditions,encourage and support social forces step into pension institutions' construction and operation.Encouraged by a series of policies and the huge demand of old-age care institution service,the private-owned institutions emerged,as the beneficial supplement of public-owned old-age care institutions.In the process of constructing and improving the old-age service system of our country,public and private pension institutions exist significant gaps in the construction,operation,management and development stage,but also have many problems and contradictions,hinder the function of public and private pension institutions.How to make up for these gaps in order to promote the coordinated development of public and private pension institutions? How to increase the supply of pension services and improve the utilization efficiency of endowment resources? How to create a fair and competitive market environment for public and private pension institutions? How to achieve the normal function of public pension institutions through reform and expand the development space for private institutions? How to effectively realize “the combination of medical and nursing”? Whether this series of problems can be solved has become the key to solve the problem of the supply of pension services.In this paper,under the background of the development status of pension institutions of aging in Hangzhou,based on the selection of six public and private institutions for the aged in Hangzhou as typical cases of the comparative research,through field visits,case interviews to get the access to relevant data and information.Have a multi-dimensional analysis of the pension institutions of two different types,mainly from the pricing mechanism,land-use policy,financial investment,medical raising combined adoption mode on the comparative analysis,reveals the gaps and problems existing in the public and private pension institutions.Based on the above research ideas,In view of the reality dilemma of public and private old-age care institutions,the author puts forward the following countermeasures and suggestions:(1)speed up the reform of public-owned old-age care institutions and the implementation of public-to-private pension institutions.(2)promote the reform of pricing mechanism and improve the mechanism of price formation.(3)strengthen financial support and land policy to promote the development of private pension institutions(4)carry out pension service needs assessment,implementation of classification management of pension institutions.(5)improve the personnel training system,strengthen the construction of nursing team.(6)rational analysis the medical needs of institutions,cautious implement the appropriate medical and endowment combined model.In the end,discussed the future development of China's pension service system,In order to improve the quality of life of the elderly,and explore a new way to meet the needs of China's national conditions and the development of old-age care institutions with Chinese characteristics.
