Since the Central Government proposed the supply-side reform in 2015,China's economic and social development,especially the structural reform,has been the most critical reform at present and even in the future.The primarytask from five tasks of reform is to de-overcapacity in large state-owned enterprises,and it should be started in the steel and coal industries.In recent years,large state-owned,provincial and municipal iron and steel enterprises have been undergoing transformation and upgrading,faced with many unstable factors in the process of this period.For the whole society,the biggest unstable factor is the problem of personnel resettlement.Therefore,it can be said that whether the problem of personnel resettlement can be handled well and whether the Grassroot Government can play an active role in the enterprise personnel resettlement are the key factors affecting the transformation and upgrading of enterprises and even the whole industry.This paper took Gongshu District of Hangzhou as an example.Firstly,this thesis expounds the concept of personnel distributaries and resettlement in the transformation and upgrading of state-owned enterprises.This essay analyzes the current situation of personnel distributaries and resettlement in the transformation and upgrading of state-owned enterprises.Emphatically analyies employee resettlement in Hangzhou IRON&STEELGROUP.CO.LTD.Aftre that this dissertation introduced the Gongshu District government's measures and funtion in the resettlement of Hangzhou IRON &STEELGROUP.CO.LTD by discussingthreeaspects,involving taking presonnel into socialized management,providing employment oppoturnties carrying out career training,and actively encouraging mass entrepreneurship and innovation.This paper anatomizes the existing issues in the course ofGongshu District government disposes Hangzhou IRON&STEELGROUP.CO.LTD distributaries and resettlement problems through the emergency response taken by the Government,and the problems of secondary distributaties.At last,this paper explores the key points and breakthrough of the project upgrading personnel resettlement and distributaties,and collects the evaluation of the resettlement work by all sectorsof society,objective analysis of the grass-roots government in the transformation and upgrading of state-owned enterprises in the personnel diversion resettlement should play a role and actual effect.
