The most important environmental and ecological system,and also the birthplace of our human life,is the ocean.It is of great importance to the development of human society.However,in recent years,people put most of their energy on the way to the development of economy,science and technology,inevitably ignoring the protection of marine environment,making heavy pollution and damage to the ocean,among which the vessel is an important source of pollution.Based on the 1982 United Nations Convention on the Law of the Sea,combined with legislations and practices of some typical foreign countries on the vessel pollution jurisdiction,this thesis thoroughly studies the source,root and development of the vessel pollution jurisdiction.Meanwhile,comparing with the legislations and practices of our countries,this thesis will identify problems and give constructive suggestions.Jurisdiction is a complicated and important issue in the international law,and also on the top list of our experts who study the international law.According to the content and classification in the field of international law,it varies differently.This thesis,which mainly studies the coastal states of vessel pollution jurisdiction,belongs to the field of Maritime Law.It mainly focuses on the issue that if the ship pollution happened in a certain area,which countries should be responsible for and how to administrate this behavior.The 1982 United Nations Convention on the Law of the sea broke the traditional mode of administration by the flag states alone,distributing the power and responsibility respectively to the flag states,coastal states and port states according to different cases.Although the United Nations Convention on the Law on the sea do has impact on the traditional jurisdiction principles,the strength is far from enough.Some rules on the jurisdiction of coastal state pollution are insufficient,bearing the suspicion of bias for the flag states.
