China should improve the legislative and executive jurisdiction. The strategic guiding ideology should be set up, and the special legislative and coordinate organization should also be established. The jurisdiction out the territorial sea should be made clear in the Constitution; the real right of the non-territorial sea should be formed which suits with the international treaty; the articles should be added to the Criminal laws concerning the criminal actions at the non-territorial sea, and further improve the implement of the right of visit and the right of hot pursuit at the non-territorial sea. For precaution the foreign reconnaissance on our exclusive economic zone, the area of the flight control zone should be designated. In order to fully perform the jurisdiction out the territorial sea and maintain our country's sea benefits well, we should reform the sea management system, establish an unified sea management system and organization, and formulate the unified executive law.
