Public Participation In Urban House Acquisition Problems And Countermeasures Research

With the acceleration of urbanization process in China,the city housing levy work is facing new challenges.In recent years,conflicts have occurred in the process of housing levy,and even the outbreak of the mass of things,a serious obstacle to the work of the housing levy process,the impact of social harmony and stability.Analyze the causes,mainly in housing expropriation process is more difficult to weigh the interests of all parties,the lower the degree of public participation,the public did not really participate in the formulation and implementation of housing levy decision.In 2011,the State Council promulgated the "state-owned land on the housing levy and Compensation Ordinance" clearly requires the definition of public interest,the collection of decision making and other aspects must be public participation and argumentation,hearing or other means to solicit public comments and expert.The new levy regulations take into account the public interest and expropriation interests,protect the legitimate rights and interests of the public,but the public participation mechanism in China is not perfect,and public participation in the lack of relevant laws and regulations to support,so that in the process of collection of project implementation,to further improve the public participation is particularly urgent,more important.In this paper,Suzhou Suan Village housing levy reconstruction projects in this case,the analysis of urban housing levy for public participation in the problems pointed out in our country on the housing levy public participation mainly imperfect legislation,interoperability is not strong,the level of participation low,the lack of institutional support,effective response to issues such as inadequate.At the same time,by studying the advanced experience from abroad,it describes the content of the United States,Germany,public participation procedures and related implementation,monitoring mechanisms,in order to improve public housing and city planning collection work involved,to provide a positive reference.Finally,the improvement of urban housing levy of public participation in legislation,increasing public participation,build participatory collection system and specific measures to improve public participation in four aspects to improve public participation in housing levy countermeasures proposed measures.Urban housing levy work is related to the public's vital interests,the government imposed decision-making,program implementation propulsion process must be fully respected and reflected the public's wishes,and effectively improve public participation,at the same time to protect the public's interests at the legislative level to establish a sound mechanism for public participation,thereby ensuring housing levy work in an orderly way,to maintain social harmony and stability.
