Research On Social Public Participation In Rural Grass-root Land Acquisition Policy Making

With the advance of the construction of country ruled by rule and the acceleration of the modernization of national governance, public participant is an indispensable part in public policy making,and it has played an increasing important role in that of all levels of governments.At present, in the course of land acquisition, the setting for announcement procedure and hearing system aim to entitling the public participation in land acquisition policy making,and providing guarantee that the public can express their interest reasonably and legitimately. Nevertheless, in primary practices, there exist some congenital defects in administrative organ’s unified leading. The participation of all kinds of land acquisition policy-makings are disorder, the public’s participation rights are not gotten the respect they deserve,and it’s difficult for public agenda and government agenda to have a good being interaction.In contemporary China, With the development of democratic politics,Establishing the public’s participation in policy agenda is an effective mode to guarantee the key position of the masses and their rights, which is also an important way to resolving contradictions among people.As for making domestic and local government land acquisition policy making, research is based on the public participation theory, exploratory integrates with the related principles about multi governance and deliberative governance, putsforward change the traditional system of single "top-down" policy in control. Building the land acquisition policy making of multi bodies interaction is the solution to promoting well-organized policy participation,and the research comes up with related proposals which can promote the abilities of all kinds of bodies’ policy making establishment participation.This research hope to attract primary governments attention to the public’s effectiveness of problems participation in land acquisition policy marking,and provide solutions that can solve the problems reasonably.
