People's income level in China has been increasing since the reform and open whilst results in an increased requirement on life quality and leisure.Taxi becomes an important part of public transport for its comfort and speed.Recently,a growing market however led to a compromise in service quality,such as being impolite to passenger,detouring and unreasonably rejecting orders.Although in such situation demand on taxis is still higher than market supply.Combination of the big data and sharing economy fostered the online car-hailing system that improves passengers'travelling experience and satisfies diversified demand on transportation tools.Online car-hailing,namely "network reservation taxi" is a revolution on traditional taxi market which is brought by science and technology,also a result of the substantiation of sharing economy concepts.As a new staff,it was in the blind area of laws and cannot be fully supervised.As time goes on,problems arose in this newly born industry:first is low verification standard of car-hailing platforms which is not able to ensure passenger's safety and privacy;secondly,conflicts of profit between online car-hailing and traditional taxis have been intensified recently.based on this background,on July 28th,2016,the central people's government of the seven ministries jointly issued new rules to online hailed cars aimed at maintaining a sustainable and healthy growth of this new market and meeting to people's requests on life quality and safety.This is also a milestone in the legal path of China's online car-hailing system.Then,local governments introduced the implementation details,the administrative supervision of the ride-hailing service should focus on the service quality.Local regulations were initially inspected on the aspects of market entry requirements,service quality and pricing standards.Over tightened market entrance,unreasonable pricing rules and low quality standards will be pointed out.In this article Beijing,Baoding will be chosen as a typical case of detailed rules on administrative supervision management and existing problems will be listed.Then,analysis will be processed with the host law taken in account.Finally,based on the summary of online hailed car administrative regulation and inspection on present situation of detailed rules on administrative supervision management's introduction,the author will provide suggestions regarding to clarification of the positioning of administrative regulation' s subject,legalization of the legislative procedure,implementation of supervision and law enforcement,focusing on online car hailing platform,innovative supervision mode,emphasizing quality and procedures and reasonably set market entrance requirements.
