Since the reform and opening up,people's living standards in our country have improved a lot,and taxi has become one of the common way to travel in the city traffic because of its convenience.But in recent years,some problems,such as detours and poor service attitude,emerge in taxi industry,which overshadowed the overall image of the taxi industry and caused people's widespread dissatisfaction.With the rise of "Internet +",trend,the online car-hailing not only have improved people's travel experience,but also meet people's requirements of diversified and personalized traffic mode,which makes it widely welcomed by the public.Online car-hailing industry has also developed rapidly in a short time.Online car-hailing is not only a huge change in traffic field caused by the "Internet+",trend,but also a powerful practice of "sharing economy" concept.On the one hand,it can greatly reduce the information asymmetry in passenger service by means of big data,cloud computing and other technologies,thus improving the passengers' travel efficiency and experience.On the other hand,it also plays an important role in activating the idle resources and increasing employment in a certain extent.At the same time,however,a series of problems have arisen attention from of all parties.As a new thing,the lack of legal regulation of the industry makes some chaos.For example,vicious competition happens with a price lower than its cost;passengers'personal safety and information security cannot be guaranteed when platforms overlook their own duty;the contradictions between the new and traditional industry continues to upgrade,so that street conflictions appeared in a plurality of city in our country,threatening social stability.It can be said that the development of online car-hailing industry not only concerns the livelihood of the relevant practitioners,but also concerns the travel of urban residents,as well as the harmony and stability of the whole society.It is expected that the government,the "visible hand",can play a role in time and make laws to regulate online car-hailing industry.Under pressure from all sides,the new regulation of the central level on online car-hailing,was introduced on July 28,2016,which means the beginning of China's regulation on nectar industry.Subsequently,local governments around the country have introduced their own implementation rules,which are widely and hotly discussed by the scholars and the populace.The paper is designed to analyze the online car-hailing industry and its regulation in Nanjing.The specific ideas are as follows:in the first part of the paper,background is described and the research status of online car-hailing regulation is introduced.At the same time,the research ideas and methods,the innovation and deficiencies are also mentioned.In the body part,the first chapter defines the basic concepts of government regulation,and explains the theoretical basis of government regulation.The second chapter points out the necessity of the government regulation,and analyzes the requirements of the public about the government regulation of the online car-hailing.In the third chapter,the author analyzes the existing content of the regulation in Nanjing,access regulation,price regulation and service quality regulation are included.The main reasons for the problems in the regulation of Nanjing are the information deviation,regulation capture and path dependence.In the fourth chapter,foreign experiences on online car-hailing regulation are introduced.The paper chose three typical,including the United States,Britain and Singapore,for providing enlightenment for us to effectively regulate online car-hailing industry in Nanjing.Finally,based on both of the theory and reality,the paper proposed suggestions on Nanjing online car-hailing regulation,which are as follows:correcting the understanding of the regulation purpose,speeding up the legislation,strengthening the role of platform,innovating regulation means and promoting fair competition between the new and traditional industry.
