Impact Of Public Participation On Environmental Regulation

Along with China's industrialization process,all kinds of environmental problems had arisen.Environmental governance is extremely urgent.Especially the pollution of public,such as air and water pollution,has aroused great public concern,but also seriously affected our health and happiness,hinder the further development of social economy,Environmental governance has become a hot issue of society,Environmental regulation has also become the focus of public management.Based on the theory and reality,this paper builds the tripartite game model of government,enterprise and the public in environmental regulation.It uses game theory to explain the mechanism of public participation in environmental regulation.The game proves that the public participation has a positive effect on environmental regulation.Then,according to this model,the paper puts forward a hypothesis that the public participation has positive influence on environmental regulation.Based on the panel data of 30 provinces from 2001 to 2010,the public participation level was decomposed into two explanatory variables of public participation consciousness and public participation behavior.The level of consciousness includes the number of public letters and visits,the number of NPC suggestions and the number of CPPCC.The level of consciousness includes the choice of per capita income level,the level of education and dependency ratio.Using the panel data regression analysis method to test the impact of public enviromental participation,the conclusion shows that the public participation behavior and public participation consciousness will promote the environmental regulation level.On the one hand,public environmental petitions,NPC environmental advocacy and CPPCC environmental proposals will promote the promotion of environmental regulation.Among them,public petitions from the public are less effective than those from the National People's Congress and the CPPCC;On the other hand,public education,per capita income,and total dependency ratio are also positive factors in environmental regulation.However,the positive impact of educational level on environmental regulation is not obvious,and the impact of per capita income on environmental regulation is also not obvious.In order to test the causal relationship between public participation and public participation.The article uses the Granger causality test method to validate the Granger relationship between public participation and public participation.The conclusion shows that public participation awareness has impact on public participation,but public participation does not have impact on public participation awareness.
