Fiscal Decentralization,Local Government And Eco-efficiency

Green development is the idea that our country adhere to for healthy and stable economic development for a long time.At present,the state of the environment is deteriorating;ecological environment problems have become a very prominent problem in the development of Chinese economy.So people should pay more attention to environmental problems caused by the rapid development of economy,that is,to achieve sustainable economic development,resource and environment.Eco-efficiency is an effective index to describe the degree of coordination of economy,resources and environment,which can reflect the coordinated development of resources,environment and economy.This paper used the data of 2002-2014,compared various methods of computational efficiency and selected super efficiency model to calculate eco-efficiency,the sustainable development index.And the input and output evaluation index selected from three aspects of economy,environment,resources and environment.The results demonstrated that the total eco-efficiency of13 years showed a downward trend,the regional differences of effective efficiency value is obvious.The average eco-efficiency of the eastern region is greater than the central region and the western region;while the average ecological efficiency of the central region is greater than the average value of ecological efficiency in western region.Fiscal policy and promotion system of local government will not only affect the ecological efficiency of the region,but also affect the ecological efficiency of the surrounding areas,namely,the spillover effect.Based on the spatial autocorrelation and the spillover effects of the fiscal policy and the promotion mechanism of local government officials,this paper selected the spatial econometric model.The SDM model is chosen to study the influence of fiscal decentralization and local government competition on the ecological efficiency.The efficiency level is closely related to China's fiscal policy and the promotion mechanism of local government officials.This paper used super efficiency model and the data from 2002-2014 to calculate eco-efficiency,the sustainable development indicators.And then make use of the spatial SDM model to study the impact of fiscal decentralization and local government competition on eco-efficiency.The empirical part is divided into three parts,which are from the national,sub-regional and local government attracting investment by the source of competition.The empirical results show that regionaleco-efficiency is not only affected by the area of fiscal decentralization and local government competition,is also affected by the surrounding area and the eco-efficiency of the explanatory variables.After the fiscal decentralization factors,local government excessive competition has a significant negative effect on regional eco-efficiency.From the interaction of three major areas and the fiscal decentralization,it is a gradual process from west to east,different sub-samples have significant differences impact on eco-efficiency.The impact of the three main sources of foreign investment on eco-efficiency is also different.Therefore,on the basis of the reform of the current financial system and the promotion mechanism of local government officials,give full play to the demonstration and spillover of foreign direct investment;accelerate inter-regional cooperation in the economic and environmental governance to achieve mutual benefit and win-win situation.
