A Study About The Transformation Of Grassroots Government Functions In The Supply-side Structural Agricultural Reform

As the political primary-level organizations of our government system in the lowest level,grass-roots governments directly face the peasant groups,are specifically responsible for implementing the party and the country's principles and policies and transmitting masses of the needs from the majority of peasants to the national government.Therefore,grass-roots governments are an important bridge on contacting the masses of the peasants with the state and the government.It plays a very important role in Chinese administrative system,including the agricultural modernization,farmers' increase income and the construction of new socialist countryside.How grass-roots governments functions play roles,will not only affect the realization of agricultural modernization,but also affect the process of national socialist modernization.In 2016,the central government documents continued to focus on issues of agriculture,proposed "promote the supply-side structural agricultural reform,accelerate the transformation of agricultural development,and maintain the stable development of agriculture and farmers continue to increase income".Superstructure is determined by economic development,so the supply-side structural agricultural reform will inevitably require grass-roots governments to make a corresponding change.Based on the theoretical basis of supply-side structural reform theory,transformation of government function,service-oriented government and agricultural modernization,the article find that there is still huge room to change through analyzing the current stations of the transformation of grass-roots government functions in the the supply-side structural agricultural reform.These problems include market supervision still exist "absence" "offside" phenomenon;insufficient market power of public services and insufficient attention to key areas;poor quality of agricultural supply policy and lack of corresponding financial support;the management means is weak and still mainly administrative means,etc.All this result in that grass-roots governments can not completely make a proper response on the basic demands of the supply-side structural agricultural reform.Therefore,it is a matter that we should pay attention to how the grassroots government functions can break through the existing difficulties,achieve further changes and create a high-quality environment for the supply-side structural agricultural reform,so as to promote the farmers' income and the stable development of agriculture.It is also the basis of this article.By analyzing the problem and finding the cause,we put forward some solutions that the grassroots government should continue to deepen the reform of the administrative system and optimize the governance structure;improve the administrative concept of public service and improve the management mechanism of civil servants.We will improve public policy making procedures to make decisions more scientific and more democratic.We will improve the mechanism for fiscal expenditures and give full play to the oversight role of the NPC.Cultivating the legal thinking of grassroots government and enhancing the comprehensive administrative ability,and achieve the further transformation of grassroots government functions in China.
