Research On The Transformation Of Liaoning Government's Economic Functions Under The Background Of Supply-side Structural Reforms

Under the market economy system,the economic function of the government is mainly reflected in making up for the defects of the market mechanism,while the relationship between the government and the market is ultimately how to accurately position the government and the market.The essence of supply-side structural reform is the country's structural adjustment from the perspective of supply,which mainly emphasizes that enterprises play the role of market subject.While carrying out structural de-capacity adjustment,there will inevitably be some downward pressure on the economy,which requires the government to change its economic functions.The supply-side structural reform,as one of the important parts of comprehensively deepening reform in China,needs to transform the economic functions of the government for macro-control and active cooperation of enterprises.Nowadays,every region government is trying to transform their functions to deepenreform practice.And as a microcosm of Chinese development,Liaoning province becomes the research object.Asantraditional industrial base,it has some deep structural and institutional contradictions under the long-term planned economy system.The government administrative system reform lags behind the economic reform.Some inertia practice is still not effectively removed.Strength of government reform is not adapt to the new normal economic transition.There is a great disparity of economic development level to the southern provinces.Therefore,it is of certain reference significance to study how to get rid of the current predicament and improve the economic growth rate by transforming the economic functions of the government in Liaoning.Based on the public economic theory,this thesis studies how the government should do to transform its economic functions under the background of supply-side structural reform so as to promote the comprehensive deepening of reform.The research ideas are as follows:Firstly,it clarifies the theories of the connotation and interactions between the supply side structural reform and the government economic functions.Also it focuses on theories of the government economic functions,and then summarizes the new requirements of the government reform about the supply side structural reform.Secondly,the thesis collects and sorts out the economic development situations of Liaoning in recent years,and finds out the typical problems of the government in performing economic functions,and analyzes the reasons.On this basis,the study focuses on comparing typical cities in several developed regions in south China,so as to provide reference for the future.Finally,it focuses on correcting the relationship between the government and the market and the relationship between the government and the society.And then it puts forward targeted countermeasures and suggestions for the transformation of the government's economic functions,including the basic principles of functional orientation,optimizing industrial structure,reforming the administrative management system,rectifying the distortion of factor allocation and improving the social management and security system.
