Research On The Optimization Of The Economic Functions Of Liaoning Local Government In The Supply-side Structural Reform

The economic function about local government's transform is very important to the supply-side structural reform of Liaoning old industrial base.The supply-side structural reform is an important innovation and active choice to adapt and lead the new normal of economic development.In 2017,General Secretary Xi Jinping pointed out that "supply-side structural reform is the only way to revitalize Liaoning." Liaoning also strives to reshape the new economic pattern of the old industrial base through supply-side structural reform because of the particularity of history,region and resources.The supply-side structural reform of Liaoning must rely on the strong push of local government.This is a fundamental change of government function and a profound revolution from concept to system mechanism.This paper is based on theoretical analysis.Based on the need of supply-side structural reform,this paper deeply analyzes the institutional constraints of the connection of local government economic functions in Liaoning Province,and puts forward the principles and countermeasures for scientifically defining the transformation of local government economic functions.In addition to the introduction,this paper is divided into four parts: The first part summarizes the theory of supply-side structural reform and the transformation of local government's economic function,and introduces the connotation and task of supply-side structural reform,which is based on the new public management theory and the new public service theory.It explains the demand of supply-side structural reform to the economic function of local government.The second part analyzes the urgency and focus of supply-side structural reform in Liaoning Province,and empirically analyzes the severe situation of total overcapacity in Liaoning pillar industries with economic data.Accordingly,it is suggested that solving various structural contradictions in the economy is the focus of Liaoning supply-side structural reform.The third part focuses on the analysis of the institutional constraints of local governments in the supply-side structural reform of Liaoning,including: the lack of market-oriented institutional reform;The absence,offside and dislocation of local government's economic function;The reform of the system and mechanism of state-owned enterprises is slow;Support private economy development system supply lags behind.According to the demand of supply-side structural reform in Liaoning province,the 4th part puts forward the principles and countermeasures to change the economic function of local government.Insist that the government do something and do something wrong;Adhere to the combination of "management and clothing".Countermeasures include...
