With the continuous development of communication technology and the continuous opening of the telecom market after China's accession to theWTO,the telecommunications business has achieved all-round development.After 20 years of efforts,the telecommunications industry has made important progress in the construction of rule of law.However,the telecommunications industry itself in the process of operation is not mature,imperfect laws and regulations,regulatory measures and legal measures are not lack of support and other reasons lead to emerge in an endless stream infringe upon the legitimate rights of consumers,serious damage to the telecommunications industry,the legitimate interests of consumers,also hindered the development of telecommunication industry.With the Internet plus era,the telecommunications industry will experience more profound transformation and change.Especially in terms of regulating consumer complaints,the state will strengthen the protection of consumer rights management.Therefore,it is necessary to protect the legitimate rights and interests of consumers in the telecom industry.The introduction of this paper introduces the phenomenon of consumer complaints in China's telecommunications industry,and analyzes the causes of the phenomenon and legal protection.In the first chapter of this article "the telecommunications industry consumer complaints phenomenon and its causes and effects",this paper focuses on the causes of consumer complaint behavior,which is the key and difficult,are analyzed from the three dimensions of service supervision,the appeal system and the quality of personnel,multi angle analysis of the cause of frequent consumer complaints.In the first chapter,effects of consumer complaints caused by the part analyzes respectively from the positive and negative effects,the second chapter "legal countermeasures" Specification for telecom industry consumer complaints behavior focus on the legal system of our country.For our country currently exist in the telecommunications industry of consumer complaints behavior,expounds the legislation and legal aspects of the implementation of security and legal measures three,respectively to study the status quo,starting from the status quo analysis of the existing problems.The second chapter mentioned gaps,the third chapter "the legal countermeasures" specification of telecom industry and put forward some countermeasures to the behavior of consumer complaints.Corresponding to the second chapter,it is also analyzed from the following aspects:legislation,enforcement of legal system and legal supporting measures in the following three aspects.This legislation is divided into three complete angle establishment legislative principle and multi-level legal system;legal guarantee is analyzed from the subject dimension,including government departments,network operators and network users three subject;legal measures are from the telecommunications industry to protect and strengthen the telecommunications technology industry self-regulation and consumer behavior three aspects to explain.
