The Study On The Dilemma Of Social Deliberation In China

“Consulting with the masses of the people " is the consistent tradition of our Party,the thought of social deliberation and practice had generated in modern democratic revolution period.With the development of reform and opening up,the social structure in our country shows diversified and heterogeneous characteristics,multiple complex social interest contradictions gradually become the important problems affecting social harmony,the social deliberation dialogue mechanism is production of coordinating multiple social interest structure.The party's eighteenth national congress formally proposed to build a reasonable program,complete system of deliberative democracy,pointed out a variety of channels to the development of the socialist deliberative democracy and laid a theoretical basis for the development of the deliberative democracy system.Starting from the social background of the current governance deliberation,social deliberation is not only a dialogue mechanism for social interest subjects to resolve social interest contradictions,but more likely a democratic form for pluralistic society subjects to participate in the governance of public affairs.Based on the theory of deliberative democracy and the socialist theory of deliberative democracy in China,the author explained the theoretical basis of the study of social deliberation,presented the rise and development of social deliberation,analyzed the plight of social deliberation and the reasons in China,in order to provide viable countermeasures for solving social deliberation's dilemma.The social deliberation smoothly is not only the requirement for extensive multilayer institutionalized of the socialist deliberative democracy,but also effective democracy form of expanding citizens' orderly political participation and realizing national governance deliberation.This thesis is divided into five parts,the first part summarizes the selected topic background and significance,the research status at home and abroad,research contents and methods,etc.The second part is the theoretical basis of social deliberation research.On the basis of deliberative democracy and the theory of deliberative democracy in China,systematically expounds the connotation of social deliberation,features,basic elements and the basic values,attempting to have a clear cognition for social deliberation theory.The third part presents the rise and development of social deliberation in our country,analyses the plight of social deliberation,from interest coordination,institutional construction,main factors of development and the result of social deliberation four aspects summarizing the problems of social deliberation development.The fourth part from the historical origin and realistic reason two aspects to conduct a deep analysis of the main problems in the social deliberation.The fifth part mainly provides countermeasures thought for social deliberation's dilemma.From establishing the powerful interest conflict resolving mechanism,establishing a good system running environment,cultivating rational mature civil society and promoting the transformation of social deliberation result four aspects propose targeted countermeasures to promote the development of social deliberation.
