Research On Restrictive Factors And Countermeasures Of Local Governments In Promoting Internet+Government Service

In the context of age of Big Data,the government's service model has also undergone profound changes with the development of the Internet.The high degree of integration between Internet and government services has overcome the inherent defects of traditional e-government.China's local governments at all levels in the"Internet +" under the tide,vigorously carry out the "Internet + government services"construction.At present,great achievements have been made,but the local government has the characteristics of enforceability,relative independence,complexity and regional characteristics,they are in the "Internet + government services" process is still faced with many restrictive factors.Subjective factors,government officials affected by the traditional "official standard" thinking of the administrative concept of lagging behind,the public by the traditional political and cultural shackles to participate in "Internet + government services" consciousness is not strong;regulatory factors,the supporting laws and regulations are not perfect,can not be "Internet + government services" to provide system protection;institutional factors,the more decentralized administrative system and information rent-seeking caused by information island phenomenon is serious;technical factors,the government staff is weak Information technology,the government's lack of data protection and the lack of integrated government service platform seriously affected the "Internet + government services" effect;environmental factors,the regional economic and cultural development of different levels lead to different regions exist between Large-scale digital divide;mechanism factors,the performance evaluation mechanism is imperfect,poor supervision,accountability is not in place,resulting in"Internet + government service" construction lack of motivation and pressure.Therefore,based on the theory of the whole government and the theory of system management,the author,based on the analysis of these reasons,combined with the actual development of China's "Internet + government service" and drawing lessons from the experience of foreign countries concerned,put forward to enhance the subjective understanding,Speed up the legislative process to build a legal security system,break the "information island" to achieve open and shared government information,strengthen technical support,resolve the "digital divide" and improve the performance evaluation and supervision mechanisms and other countermeasures to break these restrictive factors.Aimed at promoting China's local government "Internet+ government services" to further develop,accelerate the construction of service-oriented government,to achieve modernization of government governance.
