Research On The Factors Influencing The Internet Service Capability Of Chinese Local Governments From The Perspective Of Government-to-government Relations

With the construction of government online projects and informatization,and the popularization and application of information technology in government governance and public services,the development of e-government in China has made great progress.From a global perspective,the development of e-government is not only limited to service capabilities,but also presents a trend of integrated and comprehensive services formed by the combination of response capabilities,smart services,and personalized services.At the same time,China's central government has successively issued a series of policy documents on the promotion of government internet service capacity building.Local governments at all levels have also attached great importance to the development of internet service capacity building.Under this background,China's government's internet service capabilities have developed rapidly across the country,but it still faces problems such as non-standard and non-standard online service matters,low processing rate,inconvenient service,and data sharing.Therefore,analyzing the key factors that affect the government's internet service capabilities can not only effectively improve the quality and level of government services,but also meet the requirements for building a truly public-centric e-government.In this regard,on the basis of literature review and theoretical foundation research,this paper takes intergovernmental relations as the core framework,integrates innovation diffusion theory,public choice theory and other related theories,and builds local authorities in China under three dimensions: superior authority,peer competition and external environment influencing factors model of internet service capability.At the level of theoretical discussion,this study builds the influencing factor model of superior authority,peer competition and external environment as the core variables by combing the basic connotations and specific dimensions of China's local government internet service capabilities,integrating innovation diffusion theory,public choice theory and other related theories.This research will effectively improve the government's internet service capabilities,and has important theoretical significance for the reform of government functions and the construction of a service-oriented government.At the level of empirical discussion,this study takes the national prefecture-leveladministrative government as the research object,and selects provincial-level government decrees,financial resource dependence,competition within the province,neighboring outside the province,comprehensive strength competition,internet infrastructure,and public demand scale,government internet service capabilities and other eight variables,and using intra-provincial competition as an intermediary variable,put forward hypotheses and conduct empirical tests,and conclude that superior authority,peer competition and external environment are the factors that affect the internet service capabilities of prefecture-level administrative regions.Important rally,key thrust and main pressure,these three relations are interrelated and interdependent,and jointly promote the development of government internet service capabilities.At the level of countermeasures and suggestions,based on the influencing factors that affect the internet service capabilities of local governments in China,combined with the research conclusions of this article,we provide targeted policy recommendations.First,constantly improve the top-level design and rationally allocate resources;standardize provincial standards and improve overall service capabilities.Second,create a good competitive atmosphere,and open incentive mechanisms for selection;carry out extensive exchanges and cooperation to broaden the channels for competitive learning.Third,pay attention to public service needs and respond to public service needs;strengthen the network infrastructure environment and promote the in-depth popularization of the internet.These recommendations provide guidance for improving the local government's internet service capabilities,and are aimed at better promoting the construction of China's government internet service.
