There are large numbers of researches on China's agricultural development under the background of China's entering WTO. There is, however, little research on how certain regional agriculture should deal with challenges posed by China's entering WTO. Regional agriculture features its own geographical characters and agricultural production's characters, so there must be difference on the countermeasures every region carries out.Shandong Province is a large province as far as agricultural production is concerned. Jiaodong Region, a part of Shandong Province, owns some advantageous conditions that may lead to modern agricultural production due to its own regionally and naturally favorable conditions. How to clear away obstacles and exploit latent advantages so as to take the lead in realizing modern agriculture in Shandong Province even the whole nation is a valuable question to be studied.From angle of view of economics and sociology, by means of document investigation, on-the-spot survey, visiting, questionnaire, comparative study, this paper analyzes the main restrictive factors of agricultural development and integration with the global market based on the study on concrete environment of Jiaodong region, comparing with the "the issues concerning agriculture, rural areas and peasants" of China under the background of entering WTO and the attacks and opportunities brought to the agriculture of our country after entering WTO. It also puts forward some countermeasures, viz. managing to realize agro-industrial-commercial united operation by means of taking advantage of the superiority of region, resources and talents; of seizing opportunity and making full use of related preferential policies of national agricultural structure adjustment; of exploring both domestic and international markets; of backing with high-techs; of focusing on "three highs" agriculture(high yield, high quality and high efficiency agriculture). Based on the analyses, some suggestions to local governments are put forward in this paper, such as increasing the agricultural input, enhancing the innovation of systems, fostering technological improvement of agriculture, developing green food, changing the pattern of traditional agricultural development, developing peculiar economics, achieving the targets of high investment, high yield and high efficiency, making the way of modem agriculture development, and etc.
